CONVERTED TO LOCAL OPTION. London , , October 15. Sir W. Vernon Harcourt, in a speech at Manchester, declared that ho had become a convert to local option. IMPORTATION OF ARMS AND LIQUOR TO THE ISLANDS. Madrid, October 15. The Spanish Government is willing to prohibit the importation of arms and alcohol to the islands in the Pacific, provided .that the Powers interested will act in concert with Spain.
