' In reference to tho above tho following clause, No. 275, of the Municipal Corporations Act, 1856, is hereby published for general information, viz.: — " If any person not having tho written authority of tho Council in that behalf makes any privnto drain connected with a public drain, or in any way stops or obstructs any such public drain, ho shall be liable to a. penalty not exceeding twenty pounds. And the Council may remove such private drain or alter the same as it thinks fit, and may recover from suoh person the full cost of removing such obstruction, or of removing or altering such private drain and of all damage done thereby."
