It appears that the Chinamen now on : board the Wakatipu aro being brought by the Union Company at the company's own risk, and as it has not chosen to observo the agreement lately arrived at, aud as the Chinese Immigrants Bill has not passed the Legislative Council, tho Government has as yet no power to interfere. Rumor has it that some kind of an unofficial intimation was recently scut to China fo the effect that the Government was not likely to inako any attempt to prevent the landing of Chinamen who loft their native shores before this woelt, by which timo knowledge of the restrictive legislation would be presumed to reach them, and that it is on this understanding that tho Wakatipu's passengers are coming. The Chinese Immigrants Bill has passed its second reading, aud is in committee of the Council as yet. It is set down for tho third reading this afternoon. It may be presumed that in passing it will be at once forwarded to tho Governor as an urgent measure, but that, iv view of tho position of affairs between the British and Chinese Governments, His Excellency would not likely assent to it hastily.
