DETAILS OF RETRENCHMENT SCHEME.
LARGE SAVINGS EFFECTED. THE NAPIER DEPARTMENTS. [PARLIAMENTARY REPORTER.J Wellington, This day. _ The estimates, which were circulated this afternoon, show where savings were effected by thn Government in the carrying out of their retrenchment scheme. A few salaries of over £150 have been increased, but in the majority of cases, where an apparent increase, has been made the officer in reality receives less, as all fees now go to the Crown instead of being pa : d to the officers in addition to their salaries. The system of allowing officers to be paid by more than one Department has also been abolished, and whore a civil servant holds a dual office his salary is charged to the Department requiring most of his attention. The total voto asked for last year amounted to £4,275,050, as against£4,ooo,B3Snowasked, showing a saving of upwards of £210,000. In the Legislative and Colonial Secretary's Departments tho principal alterations are : — The salary of the Sergt.-at-Armsis reduced by £50, and the special allowance of £50 each made to Ministers' private secretaries during the session is reduced to £25. Tho Register-General is reduced from £550 to £500; ;_OO is saved on the cost of the Agent-General's staff ; Mr Didsbury, Government printer, from £500 to £450: Mr Gavin, Secretary to the Treasury, is reduced by £50 to £750, and tho Assistant Secretary byalik-isum to £500. Largo savings aro effected by reductions in tho number of the staff' in all the Departments. _ Iv the Justieo Department great economies havo been effected by making tho present staff do the work of those Residont Magistrates who havo been retired, deceased, or left tho service These are Messrs Wardell, Ollivier, and Baddely (retired), Brabant (who has gone over to* tho Native Department), Smith (absent on leave), and Beswiok (deceased). The district* of Patea, Pokcno, Tauranga, and Hokitika have been abolished; at Nelson the work is done by the Registrar of Deeds, and at Lyttelton and Ashburton by the Magistrates of Timaru and Christchurch. At Invoroargill Mr Henderson, Registrar of tho Supreme Court (£250), has been reduced, nnd his work is to bo done by the Examiner of Titles. In this Department the Assistant Law Officer has been reduced from £600 to £550, the Law Draftsman from £550 to £500; the Interpreter (Auokland) £50, has been abolished, as well as the Registrar of Now Plymouth (£100); and Registrar at Napier has been reduced from £300 to £280, tho Registrar at Dunedin from £450 to £400, clerks of all Supreme Court Judges from £150 to £100, the Official Assignees of Dunedin, Auckland, Christchurch, and Wellington from £550 to £475, and all bailiffs are also cut down. The salaries of the Chief Postmasters of Auckland, Wellington, and Christchurch aro reduced by £50 to £450, but Dunedin is retained at £550. The postmaster at. Napier is raised by £20 to £350. Tho telegraph officers in charge of the four centres are cut down by £20 to £350. The Secretory of Customs and Marine is cut down from £800 to £600, the Senior Clerk from £400 to £275, the collector at Auckland from £600 to £550, at Napier from £500 to £4G5, at Wellington from £600 to £550, and at Dunedin from £600 to £575. In the Education Department Inspector-General nabens is reduced by £50 to £600, and £8000 for training teachers is struck out, in accordance with the decision of tho House last session. Organising Inspector of Native Schools is reduced by £60 to .£450. In the Native Department tho Chief Judge is reduced from £SOO to £700, and six other Judges by £100 to .£SOO each. In tho Mines Department, the Inspector of Mines, analyst, and assistant geologist aro all reduced £25 each, the Superintending Inspector of tho Stock Branch from £600 to £500, and four Chief Inspectors from £365 to £325. For the election of the South Canterbury rabbitproof fence au additional £3100 is asked. In the Working Railways Department £36,000 less than last year's voto is asked for. The District Traffic Manager, Auokland, is raised from £450 to £475. Tho Defonee vote is only £27,305 against £45,533 last year, tho Permanent Militia being restricted to the garrison, artillery, and torpedo branches, in accordance with MajorGenoral Schaw's recommendation. These, however, havo been raised to full peace strength. The staff, engineer, field artillery, and rifle branches ore wiped out. A saving of £15,000. by retrenchment has been effected in the Survey Department. The Commissioners of Crown Lands at Now Plymouth, Auckland, Wellington, Napior, Blenheim, Christchurch, Hokitika, and Invercargill are all gone, wlulo Mr Maitland, at Dunedin, is reduced by £150 to £500, Surveyor-General Docket by £150 to £750, and tho Assistant Surveyor-General by £50 to £650. These are the principal reductions, but of course there aro numerous cases of the smaller fry who havo been subjected to alight reductions.
