Tho St. James's Gazette complains of the extraordinary strength of the Russian naval forces in tho Pacific and tho weakness of those of England. Tho article goes on to say that in the event of an engagement between British and Russian ironclads in the Pacific the defeat of the British-China squadron could only be averted by a miracle. MR GLADSTONE AND THE PLAN OF CAMPAIGN. Mr Gladstone, in replying to an address of sympathy presented to him by three thousand seven hundred Nonconformist ministers, said ho had received a silk badge from Australia .on which were the words, "Remember Mitchelstown," nnd which was worn by thousands in that country. Ho said, further, he was not prepared to personally vindicate the operations of the Plan of Campaign, but in his opinion tho Government wore tho real authors of tho organisation. THE NATIONAL LEAGUE ANNOYED. May 10. The National League are much annoyed at Mr Parnell's recent disavowal of the plan of campaign. SUEZ CANAL CONVENTION. Tho Times to-day states that tho sugar, bounties treaty will bo signed by tho Powers in July next. .' BANK RATE OF DISCOUNT. The Bank rate of discount has risen to three per cent. AMERICAN-CHINESE TREATY. Washington, May 10. The Senate has ratified the AmericanChinese treaty, excluding Chinese laborers from tho United States for a period of tvventv years.
