The Council may by a resolution passed at any General or Extraordinary meeting cause a notice in writing to bo served upon the owner or occupier of any premises either by posting the same to him or by personal service, or by affixing such notico to some conspicuous part of the said premises calling upon him to alter within one month from tho dato of tho service of the notice any privy or privies on tho said premises into an earth closet, with the pan system to tho satisfaction of the Inspector of Nuisances of tho Borough for tho time being, or other authorised person, ,nud in default thereof tho Council may alter such privy or privies, and the expense thereby incurred shall be recoverable by the Council from such owner or occupier.
