Tho celebrated picture, " The Duchess of Devonshire," which was stolen some years ago, has been found in a cellar in the city. DISOBEDIENT SAILORS. A number of the crew of H.M.S. Serapis have been arrested for refusing duty, whereby they endangered tho safety of the vessel. .
