Hastings Council.

The Borough Council met last eyoning. Present—The Mayor, and Crs. Fitzßoy, Beilby, Tong, Wollwood, Williams, Foreman, and M'Eweu. A letter was read from Mr Tanner, asking for leave of absence from this meeting, also for leave for tho coming session.—Granted. Petitions were read from Messrs Sinclair and Foreman, asking for permission to make crossings across the footpath.— Granted.

Tho Inspector of Nuisances' report was read, in which be recommended that tho pan system as adopted in Napier bo put in force hero, as several of tho closets were kept in a very bad state, and owners, when remonstrated with, complained they had no place to deposit the matter.—The Inspector was instructed to' take immediate action

against all who did not carry out his instructions.

The Muyor road tho following report of tho estimates, revenue, and expenditure for the coming year, from the 31st March, 188S, to 31st March, 1889. He said they liad at present an overdraft at tho bank of £834 6s Id, which they hoped next year to reduce, as they had now cut down a lot of their expenditure. Estimate of receipts and expenditure for tho year ending 3'2st March, 1889 :— Receipts—Cash in Treasurer's haud 31st March, 1888, £10 Oβ 0d ; outstanding rates, £75 12s lid; rates 1888—18H9, at 9d in the £ £23,400, £877 10a ; balance on subsidy for 1887—1888, £78 2s 6d; register of dogs, £52; fires, £'21 ; sundries, £8; licenses, publicans' £265, auctioneers' £120, conditional, £9 10s; slaughtering £10. passengers' vehicles £7, drivers' £5; total, £1.514 15s sd; balanco, £235 18s 3d; grand total, £1775 13s Sd. Expenditure—Bank overdraft 30th March, 1888, £834 6s Id; street maintenance, £150 ; salaries, £250: wages, £150; rent, £421 interest, £57; lighting, £24; insurance, £3 2s Od ; printing and advertising, £30 ; audit fees, £12; hospital aid charitable aid, £103 17s Cd : sundries, £20; accounts outstanding 31st March, 1888, £12 15a 9d; total, £1775 13s Bd. Tho Mayor sail, although in the estimate they had estimated the rate 9d in the pound, he thought they might reduce it to (id. They could then pay oil' about £300 of the overdraft, and have suliiuient to carry on all the work they were likely to require.— Cr. Fitzltoy said there were certain claims likely to be made against the Council, and ho thought they should make proper provision to meet all claims, and therefore ho would bo in favor of striking a l)d rate.— Cr. "VVellwood concurred with the previous speaker. He would be in favor of a !)d rate this year, and to redacts to Gd next year if they could.—Cr. Foreman proposed, seconded by Cr. Fitzltoy, " That a yd rate be struck for the coming year," Curried. The Mayor said it would be necessary to call for tenders for the printing and advertising for tho coming year.—Moved by_ Cr. Fitzßoy, and seconded by Cr. Boilby. " That tenders be called for advertising. , * This on being put to tho Council, was lost. Cr. -Williams said he thought if thoy could continue to advertise us tit present there was no need to call for fresh tenders ; they could not get it done cheaper. Cr. Williams said he wished to call attention to that unfortunate portion of tho main road near Nelson-street. The road had been metalled with huge boulders, which had made tho road almost impassable, but when by dint of heavy traffic, the road had got into a passable state, all tho largest of tho stontiß had been picked out and put on tho oidy tfood part of tho road, thus again making it as bad as ever.—Cr. Fifczßoy said ho lately noticed soino of tho roads being repaired in rather an extraordinary manner. Tho ruts were being filled in with old boots, sardine tins, and all sorts of rubbish. Ha did not consider this good metal to keep the roads in order with.

A letter was rend from the manager of the Buuk of New South Wales, stating thut the B:ink did not consider it advisable to place the loan on the English market at present. —The Mayor said he thought the best plan would be to send the debentures Home to bo left there, to bo put on the market when a suitable opportunity occurred. —Proposed by Cr. Fitzßoy, seconded by Cr. Foreman, '• That the Mayor and Cr. Williams be appointed to interview the Bank manager re sending the debentures Home.—Carried. Cr. Pitzßoy moved, " That a ranger be appointed to impound stock trespassing: upon the public roads." He proposed that applications bo called for the office, tho applicants to state upon what terms they would undertake the work.—Cr. Wellwood said it wus noenwary to take somo step.s in tho matter of keeping the stock off tho public rwads, but from past experience, ha

did not believe in a ranger.—The Mayor said he did not hear many complaints of stock being , on the roads. He thought they did a certain amount of good by keeping , down the grass, weeds, and thistles—Cr. Williams thought thoy might do some good in the roads if they could be got to travel up and down their boulder road.—The motion for appointing an impounder wae lost.

Cγ. Fitzßoy proposed, seconded by Cr. Williams, "Thata sub-committeo be appointed to look out for a central site for a receiving yard for impounded stock, so that the police could impound the etock there, and they could afterwards bo removed to the public pound." Carried. Cr. Fitzßoy proposed, and Cr. Wellwood secondod, "That after this month the Council meet on the first Thursday in each month, instead of twico a month as at present." Thoy had not now so much business to do, and ho thought once a month quite often enough to moot. Carried. A few accounts wero passed for payment, and the Counoil adjourned.
