Borough Council.

♦ .. ■ . - The Council met at 8 p.m. Present: The Mayor (in the chair), andCrs. Neal, Graham, Smith, Cotton, Faulknor, Cohen, McVay, Welsman. CORBESPONDENOT. From Property Tax Department, stating a voucher for £337 10s, an advance of 75 per cent, on account of subsidy due to the Council had been forwarded. —Received. From J. W. Neal, asking permission to substitute wood in lieu of iron for outside walls of houses now being built by him in Milton-road.—Permission granted. From it, Lamb, asking on behalf of Mr Jno. Dinwiddie to use weather-boards instead of iron for external walls of houso proposed to be erected in Brewster-street.— Permission granted. From H.B. Hospital District Board, stating the levy for the year would amount to £151 7s 9d from the Council payable by quarterly instalments of £37 16s lid.—First payment authorised. From C. Palmer, complaining that his stable was not supplied with water between eight a.m. and six p.m. Tho weighbridge also wanted overhauling, nothing having been done to it for years. The well hole had been the receptacle for the waste water at the brigade practices.—Referred to Overseer to deal with as regards weighbridge, while the flow from the hew six-inch well would now obviate any scarcity of water on the flats, as the flow was equal to 16,000 gallons per hour, or more than four times tho Supply from tho three-inch well. From Waterworks Engineer, stating pumping fd? the month had been 407 hours. —Received. OVKHSKRk's H-FOKT. Petition Chaucer - road.—This petition refers to a narrow pathway or Bidling cut down from near the top of the hill to Battery-road. Tho pathway is of considerable use to residents whoso business ia at the Spit. lam not aware of the exact gradient, but would say about one in three. To put limestone sand on this incline, which would have to be carried up in buckets in dry weather, would simply mean its being at the bottom in a short time. As winter is now upon us, and. sufficient moisture may be expected, I purpose to have the matter attended to. The oost will be exceedingly trivial. Progress of Works.—The staff during the month have been chiefly engaged in cleaning channels preparatory for the winter. Three have been engaged on the 6-inch artesian weE. The footpath in Shakespeare-road and channel adjoining has been coated with tar. The sewer in Paradise-road is now under construction, and other jobs of minor importance attended to. The recent storm of last Thursday morning having done much damage to tho Marine Parade, warping and lowering nine chains of the pumping main, the whole staff bad to set to work with other additional men taken on for the purpose. The main was restored by Friday evening and pumping resumed, and the work of temporarily protecting by sand-bags completed by Saturday evening. The damage done to the Beaoh-road is very considerable, but I am not at present in a position to say how much, I intend to-morrow to specially go into the matter. In the meantime I would venture the opinion that a committee of the Conncil should be appointed to tako this important matter into consideration. W. Black, Road Overseer. Nora.—Tho water put on tho streets during tho month by tho two water-carts has been 360,000 gallons h.p. supply.— W.B. —Dealt with in Publio Works Committee's report. ABTKSIAN WKLL The six-inch artesian well being put down in Munroe-street opposite Rafflesstreot, tapped the water stratum on Thursday evening last, at 6 o'clock p.m. The discharge of water is very great, at 7 feet from the ground level discharging at the rate of 266 gallons per minute or 16,000 gallons per hour. At about 3 feet from the ground the discharge would bo over .0,000 gallons per hour. Tho oost is as follows :— £ 8. d. Labor 87 10 6 156 ft. tiin. pipe at 4s 6d .. 35 2 0 Hire of tools 20 0 0 Bonus 20 0 0 Forge work 12 13 6 Freight aud cartage on pipe at 3s 212 10 Total cost of well .. £177 18 10 In Christchurch the forging is allowed in tho £20 for tools, but I havo mado it a separate item. It will however be seen that this well has cost the Council £72 Is 2d less than tho last 3in. well put down, and discharges more than threo times the quantity of water. Tho cost of well, tools from Christchurch, derrick ropes, timber, and all the appliances ou tho ground is less than £250. I would beg to reoommend that the plant bo let to any person or party that desires to put down wells under the same method of sinking, on a fixed chargo for tho uso of the tools returned in good order, and condition at the finish, and that a man representing the Council bo employed on the work on which they are hired, to see that thoy aro fairly used, This, I understand, , is the practice adopted by the City Council ( in Christchurch. ] W. Black, j Road Overseor. —Referred to Public Works Committee. j PUBLIC WORKS COM-OTTKE'S KEPOKT. , 1. That the Chaucer-road be attended to j iv tho manner recommended by the overseer in his report. q 2.
