Bartllett, affirming the desirableness , of appointing a Royal Commission to enquire into the military requirements of the Empire, Lord Randolph Churchill -said that increased votes for military expenditure was the only remedy for tho present defects 'in the army, and that he resigned, boctauso he felt that* England could not. depend on such a rotten system. The Right Hon. Mr Stanhope, Secretary of State for War, challenged Lord Churchill's statements, and invited him to propound an economical scheme. The motion was negatived.
