RUSSIA DECLINES TO DISCUSS THE
QUESTION,
Constantinople, May 28. The Great Powers, with the exception of Russia, replying to the circular of tho Porte, urging them to come to an agreement regarding a candidate for the throne of Bul-
garin, have announced that an exchange of views on the subject will forthwith take place. The Russian Government, however, has declined to discuss tho question.
