Tms Afteenoon. W. B. SCOTT V. BOEOUGH OP HASTINGS. , The case waß resumed this afternoon. W. B. Scott continued his examination by Mr Harper. .. He used to sub-let portions of the work. The bad portion of the ground was sub-let at £14 per chain; there were ten chains. If he had been allowed to put in the concrete at night it would have saved a great delay. The bad ground would hot cost more at the outside, than £40 per' chain/ Men were working till June from the beginning of April on the bad ground. Had about eighty men working there at ono time, and other times about *forty and fifty. / To Mr Bell: Did not keep a diary, hut a pocket-book. '"Containhd many things in connoctiouwiththo-woi'k.' "-Hiid been contractor in Christchurch for about 14 years, and haJ. in any ■ contracts from private persons with 'drainage /works.' At Christchurch "had experience with reference to the ground, v when he took contracts was j aware' with- what sort of ground he had to deal with. Came to Napief about Ist February, 1886, andstarted work shortly afterwards. Brought five; men with him. Some went away after the
2 7th July. Two of the men he brought j with him left him before <27th July. Started from the' river end an excavation. Optned out a large number of chains of ground beforo lie put in any concrete work. Started making'wooden moulds on the day he commenced the contract. Made six moulds first, and employed men to make those, and do other work. Was behind with tho work a, little for want of moulds for concrete. After they got into bad' ground borrowed a pump from Messrs' Nelson Bros., and they lent it without charge. Opened a considerable piece of ground before commencing work. Got a contract with Mr "Clark for the supply of shingle. There was always a steady supply of shingle. Would not say that he -was hindered in the work for want of shingle. A great many methods were tried of mixing cement and shingle together. Through addopting that "plan lost a lot of money. Experiments tried in connection with the work by the engineer, he would put down as having cost about £350. (Left sitting). {For continuation of news see fourth-page.) ■
