The New Zealand Government Insurance Association in their advertisement and in their circulars say:—"The cost to the' Equitable for commissions was more than double the cost to the New Zealand Government Life Insurance Association." This comparison of the cost of Business is misleading, as it does not separate the expenditure upon Old Business, which is very small, from that on New, whieih is very great.
