Mr Service's reply to Mr Stout's circular on tho subject of federation has been made public. Mr Service expresses regret that the New Zealand Government did not formulate their views earlier, aud states that the Federal Council as proposed would not interfere in the local autonomy of the respective colonies. Mr Service concludes by expressing his conviction that the Federal Council, if deprived of the power of legislation, would bo no bettor in result than tho recent conference.
