AMSTERDAM.
September 19. At a meeting of the Colonial Congress hold in the cxhibitoii buildings to-day, Mr Frederick Young, the secretary of tho Colonial Institute in London, in the courso of an address, strongly urged the federation of tho mother country and the Australian colonies, and proposed tho establishment of a common Parliament in which all parts of the Empire would bo adequately represented. '
