LEGISLATIVE COUNCIL.

Wednesday. The Council rose at 11.55. DILLS'. The Land Boards Empowering Bill was introduced and passed through all itsstagos. The Justices of the Peace Act Amendment Bill, tho Special Powers and Contracts Bill, tho South island Native Reserves Bill, the Harbors Act Amendment Bill, and tho Company's Act Amendment Bill wore read a third time and passed. The second reading of the Gore-Kelso Railway Authorisation Bill was moved by Mr Wiiitakcr. It was opposed by Dr. Pollen, Mr Richmond, Mr Holmes, and Mr Wilson, and supported by Mr Menzies, and on a division the bill was thrown out by H to f>. Tho Wanganui Bridge Bill was read a third time and passed. The Council withdrew its amendments on the Road Boards Act Amendment Bill.

The Premier laid on the table tho bill for the reconstruction of the Legislative Council, and at some length detailed the nature of its proposals. Tho Council adjourned till 11 a.m. today.
