CHINESE COOLIES FOR BRAZIL. LONDON. April 17. A disastrous fire broke out in London last ' night. It originated in Rosea-street, which leads from Newgate-street to St. Paul's Churchyard, and it spread with- alarming rapidity. Before the progress of the flames could be arrested six buildings Avere completely destroyed, including the premises of Messrs C. Regan Paul aud Co., and of Mr Kingsbury, the Avell-knoAvn publishers. St. Paul's Cathedral was illuminated in a brilliant manner by the fire. The fire is now subsiding. A departure in the tactics of tho Irish conspirators i.s reported. It is stated that as the system of employing dynamite to effect their" purposes has proved unavailing, the leaders of the Irish League intend to abandon that policy. The report, is regarded Avith suspicion. The Government of Madagascar have consented to submit to the terms proposed by Franco, and a definite amicable arrangement lias been entered into. Franco will accordingly Avithdraw the Avar vessels Avhich have been employed in blockading Madagascar ports. April 20. Tho recent telegrams published by the London Press froni Australia on the subject of the annexation of New Guinea have caused the public to regard the action of Queensland more favorably. The persons arrested as dynamiters aro to bo charged Avith treason felony. Norman, the approver, states that Gallagher threatened to blow up the House of Commons, and that Kingston, Avho Avas arrested atßootle, near Liverpool, is the head of tho inner circle of the Invincible Society. The Marseilles strike amongst the seamen and lumpers has been satisfaciorily arranged. The authorities haA'e closed the University of Warsaw in consequence of a serious revolt amongst the students. M. Tirard, Minister of Finance, has submitted to the French Chamber ofDcputies a scheme for the conversion of the 5 per centRentes into new securities at -i' per cent. " April 21. The Spectator, Saturday RevicAv, Standard, and Telegraph, all express the view that it Avill be difficult to decline sanctioning the annexation of New Guinea if the Australian Colonies really Avish it to be annexed. The Spectator insists that New Guinea shall, hoAvevcr, be treated as a CroAvn colon}-. Lord Carnarvon urges that the colonies should share the burden of its maintenance. Lord Derby has stated that the Government is not aAvare that any foreign power contemplates annexing' New Guinea. April 22. Twenty additional arrests have been made in Clare on charges of murder and conspiracy. The NcV York journals urge the American Government to punish the inciters of dynamite outrages. Sulieman Pasha is dead. It is announced that the Queensland Government Avill in a few Avec-ks place a loan of probably three millions on the market. M. Moran, Commissioner of tho Nirvy, has been appointed Governor of French Occanica. The revolt in Aden has been quelled. Twenty thousand Chinese coolies luiA'C proceeded to Brazil. Mr T.
