The annual elections for member.') of die Licensing Committees of the three licensing , districts into which the borough of Napier is divided are appointed to be held on Wednesday, 28th instant, and nominations of candidates must be inside before noon of Friday next at the Town Clerk's office. Anybody is qualified to act as a member of a Licensing Committee except one who is a brewer, wine or spirit merchant, mnlster, distiller, importer for sale of or a dealer in liquors, or in partnership with any such person, or who acts as the agent or auctioneer for any such person; who is interested in any siich business, or in any such house or building or premises as mortgagee or otherwise ; who is the owner in fee or for any less estate of any licensed house, or house or building or premises in which any trade in or manufacture of liquors is carried on ; who has within four years been bankrupt or insolvent, and has'paid a less dividend than 10s in the pound upon his debts. All paid officers either of tho colony, county, or borough are also disqualified. For Napier Messrs Ormond, Coleman, Harding, J. A. Smith, and Dr. Spencer were elected the committee for the three districts, and no better committee could be nominated on Friday next.
