A Cabinet Council was held at Windsor to-day, when the following members ol the Ministry took the oaths of office : — Lord Derby, Secretary of State for the Colonies ; Lord Kimberley, Secretary of State for India ; Lord Hartington, Secretary of State for War; and Mr Guilders, Chancellor of the Exchequer. The health of Mr Fawcett, the Post-master-General, hm shown considerable improvement durina the last few days. Obituary. — Right Rev. Alfred Oliphant, D.D., Bishop of Llandaff, aged 84. Important disclosures have been made to the police authorities in Dublin regarding tbe recent outrages upon detectives and others in that city. The evidence has been obtained from informers, and it is of such a character as to cause the Executive to order a strict enquiry. This will be held forthwith, and some startling revelations as to the btate of Dublin are anticipated. The homeward Australian and New Zealand mails via San Francisco which Jeft Auckland on November 7, were delivered here to-day.
