NAPIER HARBOR BOARD.

Tuesday, November 21

The Board met at 2.30 p.m. Present: Messrs J. D. Ormond (chairman), J. A. Smith, J. H. Vautier, E. Lyndon, A. Wardrop, the Hon. J. N. Wilson, and Captain Gleadow. COERESPONDENCE. From the Union Steamship Company, applying for pilotage exemption certificates in favor of Captain Mclntosh, of the Omapere, and Chief Officer T. Arthur, of the Te Anau.—Granted. From the wharfinger, requesting the Board to supply him with an assistaut.— It was decided that the chairman should arrange for the employment of a youth to assist Mr Cook. From the Harbor Master, statinpr that the greatest draught of water at ■which he could bring in a vessel at present was 12ft 6in. From Mr Logan, stating that he and Mr Carlile had not yet come to a definite conclusion as what way to advise the Board as to Mr Vantier's claim for refund of wharfage dues on coals imported for use of the Government.—Some discussion arose on the subject, the matter being ultimately allowed to stand over until next meeting. ENGINEER'S BIiPORT. The Boards engineer reported that the bulk of the saplings for the extension of the fascines would shortly be fixed ; that during the past month the dredge had been working upon the bank at the breastwork and at the berths for lighters in the Iron Tot; that Mr Glendinniug had commenced his breastwork extension contract; that the lithographed plans of the harbor, &c, had been sent to Melbourne and Sydney, and all applicants for copies in New Zealand had been supplied. COMPETITIVE DESIGNS TOR HAHBOR EXTENSION. The Secretary read the following list of persons to whom he had supplied plans of the Napier harbor, together with the accompanying information : — Messrs Weber (Napier), C. D. Kennedy (Nanier), Goodall (Timaru), Stewart (Wellington), Barr and Oliver (Dunedin — the former being engineer to the Dunedin Harbor Board), G. J'horulon (Chrietcburch), W. It. Ulythc Osapier), J. Mollieon N. A. faraybon ("Dunedin), M. Ilay (Dunedin), W. Hutchison (Duuediii), Banks and Allan (Duucdin). Percy Holt (Resident fcnpineer, Waimate railway), Boylau and Lundon (Auckland), W. D. Campbell (Auckland), Reid and Duncan (Dunedin),

Dennison and Grant (Oamaru), W. Knowles (Napier), W Harper (engineer to Oamaru Waterworks), E. Campbell (Dunedin), R. Baker (Auckland), H. P. Higginson (Public Works, Wellington), R. Lamb (Napier), C. E. Cooke (Auckland), Louis B. Blackwell (Borough Engineer, Balmain, Sydney), C. D. Irvine (late engineer to the New Plymouth Harbor Board). Copies were also furnished to tue members of the Board, to the Napier newspapers, to the Melbourne Argue and Sydney Herald (15 each), and to the Marine Department. CARGO SHED 3 KEGULATIONS. Regulations for the use of the new cargo sheds were adopted as follows : — 1. Cargo from any ressel may be deposited in the sheds during wet weather, or when the business stores are closed, upon application being made to the [wharfinger by the agent of the vessel, a charge being made on non-dutiable goods of Is per ton. 2. All goods deposited in the sheds to be removed within twelve working hours after being deposited. A fee of 5s per ton per diem will be charged upon all goods left in the sheds after such period. 3. The agents of the vessel to have possession of the keys of the shed during , the time the goods are stored therein, and to be> responsible for the safe custody of such goods, and for any fees that are due or may become due thereon to L the Napier Harbor Board. 4. The Napier Harbor Board does nofc hold itself responsible for the safety of any goods deposited in the cargo sheds. ON RESERVES. The secretary reported that among the rents now due there were several that were of old date, and he. wished to know whether those should be sued for. Mr Smith moved, "That the rents due to the Board be called for at once, and if unpaid after one month's notice the same be banded to the solicitor of the Board for collection. In future the secretary to notify the arrears of rent due." The motion was seconded by Mr Vautier and carried. The remaining business was unimportant.
