BRISBANE.
December 26. Sir Arthur Palmer, the Colonial Secretary, has been appointed President of the Legislative Council, vice Sir Joshua Bell deceased. Mr Thomas M'llwraith, the Premier, will assume the position of Colonial Secretary, vice Sir Arthur Palmer, in addition to the Colonial Treasurership.
