CONSTANTINOPLE.
December 23. It has transpired that the Russian Government is opposing the settlement arrived at between the foreign bondholders' delegates and the Ottoman financial commission for the payment of the Turkish debt, on the ground that the same pledge the expenditure of certain new revenues of the Turkish Empire. Mr O'Donovan, formerly correspondent of the London Daily News, has been sentenced to six months imprisonment for libelling the Sultan. Lord Dufferin, the British Minister is interceding with the Porte on behalf of the prisoner. December 26. Mr J. A. Fawcett, the British ConsulGeneral in this city, having interceded on behalf of Mr O'Donovan, who was found guilty of libelling the Sultan, the latter has agreed to pardon the prisoner, and the sentence of six months imprisonment passed upon him has been remitted.
