HAWKE'S BAY COUNTY COUNCIL.

THIS DAT. The above Council met at 10.30 a.m. Present—Messrs J. N. Williams (chairman), Kinross, Sutton, Rymer, Bennett, Tanner, and Torr. The minutes of the previous meeting were read and confirmed. Accounts were read and ordered to be paid. The bank overdraft was stated to be £1564, the Government subsidy not having yet been received. A letter was read from the County Solicitor in reference to the impounding case, Donovan v. Cattanach, recommending a further enquiry. Mr Gollinge wa9 appointed valuator for the outlying districts. Mr N" Williams' tender for painting the Redclyffe and Kuripapanga bridges was declined. Mr Rymer moved that fresh tenders be called for painting the timber above the flooring of the two bridges. Mr Sutton seconded tbe motion. Mr Kinross moved aa an amendment that the painting be postponed for twelve months to allow the timber to season. The motion was carried. In reference to the death of an impounded horse at Farndon, the Chairman was instructed to pay the cost of the animal's burial. A letter was read from the Under Secretary in reference to the bye-laws dealing with slaughter-houses recently passed by the Council. The Government had been advised that it is questionable whether the Council had power to make the first of the two bye-laws, and the Council was requested to indicate the authority under which it was considered th*y could be passed. The question was referred to the County Solicitor. A telegram waa read from the UnderSecretary stating that the subsidy would soon be paid. A number of applications for slaughterhouse licenses were granted. The report of the slaughter house Inspector stated that all the houses had been properly conducted. The report of the Impounding Ranger was read, detailing his visits to tbe several districts, and asking for instructions with respect to cattle being grazed on the roads, but being driven onwards at the appearance of the Ranger. The report further stated that, when the Ranger was endeavoring to impound Constable Livingstone's horse, the constable placed himself in such a position as to turn the horse into his own gate. The constable subsequently issued a summons for furious riding against the Ranger, who was fined for the offence. PETITION. To the Chairman of the Hawke's Ray County Council. We, the undersigned, ratepayers in the Okawa district, beg to submit the following statements and petition :— 1. That the present road down the TukaeKuri river is quite inadequate for the continuously increasing traffic from Pafcea to the intermediate diatricts, and in timea when the Tukae-Kuri is in flood, the traffic is entirely suspended. 2. That your petitioners are largo contributors towards the County Council funds, and although we recognise and appreciate the works already carried out by the County Council in furthering the interests of the district, viz., the road from Mangawliare to the Ngaruroro, and the bridge across that river, there is still a large district of valuable agricultural counfcry, lying between the ahovementioned works and the centre of population, without a practical road. 3. That the Government have already laid out a suitable road, which could be formed afc comparatively little expense, avoiding all rivers, and with only one creek of any magnitude to be bridged, which would greatly facilitate tho Patea traffic, and open up the ahovementioned country for agriculture and further improvements. Your petitioners would therefore solicit your favorable consideration of the above, and beg that the said road may be formed from Mangawhare to Okawa. Signatures of Petitioners. P. S. Waterhouse A. Ite road Kuripapanga to Patea.—The engineering survey of the road from Kuripapanga to the top of the Taruarau spur is completed, and sectional plans to be supplied to the Government are required before I the construction of the road can be proceeded with, I have thought ifc advisable to pu3h on with them, and leave the preparation of contracts, etc., until the land survey is finished, which will be early next month. , Road Okawa-Mangawhare.—l estimate the cost of bridging the Wangataratara creek at £250, in addition to which, in order to make the bridge available for dray traffic, 8j chains of side cutting are required on the western approach, and 50 chains on the eastern. These cuttings necessitate an extra expenditure of £130, making a total amount of £480. The sketch plans showing the different routes between Taradale and Okawa are delayed on account of my assistants and instruments being still engaged on the Pafcea road. C. D. Kennedy, Engineer. J. N. Mr Bennett mored that the engineer prepare a plan for the Maneataratara bridge, and estimates of cost of the same, and of the necessary cuttings, and that tenders for the works be called for. Mr Sutton seconded the motion, which was carried. The consideration of Mr Sutton's motion, of which he had given notice, re reduction of dog tax, was postponed till the next sitting. The Council then adjourned.
