ALEXANDRIA.
September 14. Cherif Pastr, the President of the Council of Ministers, has issued a manifesto setting forth the programme of reforms proposed to be carried out in Egypt. The manifesto suggests that the present European control of Egyptian financial arrangements should be maintained. The Khedive has expressed his approval ol tbe Ministerial programme.
