July 29. Telegrams to hand from Pretoria report that a settlement of the Transvaal question is now expected to be arrived at immediately between the Royal Commission and the Boer leaders. It has been arranged that England shall have the full right of the passage of troops iD the Transvaal, and complete control of the foreign relations of the Boers. The duties of British Resident will be similar to those of a Consul-General. July 30. Telegrams from Pretoria announce that Mr Hudson, the Colonial Secretary of the Transvaal Boers, has been appointed to the position of British Resident under the terms of tbe convention agreed between the Royal Commission and the Boers. News is to hand from Zululand that a claimant to the chieftainship, with 3000 partisans, is endeavouring to destroy the present arrangements for the government of the country. John Dunn, the British Resident, has communicated with the Imperial Government regarding the position of affairs, and only awaits permission to send a strong force to attack the insurgent chief and his followers.
