LEGISLATIVE COGJNOIL. Tuesday.
The Council met at 3 p.m. REVISED STATUTES. A number of bills prepared by _ the Statutes Revision Commission were received by message from the Governor, and were read a first time. MARRIED WOMAN'S PROPERTY. On the motion of Mr Waterhouse the Married Women's Property Protection Bill was read a second time pnd referred to a select committee. HOUSE OP REPRESENTATIVES. Tuesday. The House met at 2.30 p.m. LEAVE OP ABSENCE. A fortnight's leave of absence was granted to Mr Hurst. PETITIONS. The Premier, in presenting a petition from the Selwyn County Council, praying that counties be placed on the same footing as municipalities in regaid to endowments, stated that lie did not concur in its prayer. Sir G. Grey presented a petition from the ratepayers of Auckland praying for the restoration of the ratepayer's franchise. Mr Dick presented a petition from the Otago Bible in Schools Association in favor of bible reading in schools. NOTICES 0_ MOTION, Mr Ballance gave notice to ask for the precedent in a constitutional practice on which the Premier relied in disclaiming Ministerial responsibility for despatches from the Government to the Secretary of State. Mr Tole gave notice of a 1:11 to incorporate the institute of civil engineers. Mr Pitt gave notice to move a new clause in the Licensing B ; U providing for compensation. Mr Oliver gave notice to introduce the Otago University Reserves Vesting Bill. Mr Hall gave notice of the Regulation of Electors Bill. NEW BILLS. A number of consolidated statute bills were received by messsage from the Governor, and were read a first time. QTJES TIONS. Replying to questions, it was stated that the Government did not intend introducing a bill providing compensation for losses incurred by subjects of both races during past wars ; the official designation of the High Commissioner of the Western Pacific was a descriptive personal title, and it was customary for a Governor to be designated by his titles preceding the mention of the office by virtue of which he signed any official document—thus in documents relating to the Pacific Islands the title of the Governor of New Zealand took precedence of the other ; arrangements would be made for the fortnightly payment of all wages in the Railway Department; the wages of platelayers and laborers on certain of the New | Zealand railways had been re-adjusted in I accordance with the current market rates, and the reduction caused thereby did not exceed from 10 to 15 per cent; the Government would take into consideration the necessity of introducing a bill for the endowment of hospitals and charitable institu tions with waste lands similar to that introduced last session by Mr Sterens; the provisions of the law would be strictly enforced against the introduction of small-pox from tho Australian colonies; the Government would, if time permitted, re-introduce the Town District Bill of last session ; the Government proposed introducing a Local Public Works Bill, the provisions of which would be more ample than the bill of last session; steps had been and would continue to be taken with the view of carrying out the recommendations of the Industries Commission re assistance to be given in the development of coal, gold, iron, and other minerals on the West Coast of the Middle Island ; inquiries would be made relative to tho best means and the probable cost of improving tbe outer harbor of Nelson in respect to any injury resulting from the Waimea river changing its course. CHINESE IMMIGRANTS BILL. On the motion for reporting the Chinese Immigrants Bill, Mr Reeves moved that the bill be recommitted in order that the £10 penalty be increased to £50. Major Atkinson objected to the recommittal of the bill. The motion was negatived on a division by 36 to 23. The following is the division list :— Ayes, 23. Noes, 36. LICENSING: BIIX. The House went into committee for the further consideration of the Licensing Bill. Mr Swanson moved that clause 31 relating to bottle licenses he struck out. Mr Stewart moved as an amendment that bottle licenses be restricted to the provincial districts within which they were at present granted. The committee divided on the amendment, which was carried hy 37 to 27. The following is the division list : — Ayes, 37. Noes, 27. The committee divided on the amendment, which was carried by 39 to 28. The following is the division list: Ayes, 39. Noes, 28. The House then rose. When the House met the Licensing Bi'l wss resumed in committee. Clause 31, bol;tle licenses, was ultimately negatived without a division. Clause 32, New Zealand wine licenses, was passed after some disussion. Mr Dick, in deference fco a generally expressed opinion, withdrew clause 33, billiardtable licenses. Clause 34, packet licenses, was passed. In clause 35, wholesale licenses, Mr Andrews moved to alter the minimum quantity from two galllons to one bottle, but the motion was lost on a division of 38 to 33. On Colonel Trimble's amendment the words requiring the iwo gallons to be of one descripton of ] J quor were struck out. Mr Barron moved an addition to the clause allowing sale by botttle on payment of an additional license fee, but was ruled out of order. Mr Lundon moved a proviso restricting wholesale licenses to towns and boroughs, but it was lost on a division of 32 to 29.
In clause 36, conditional licenses, Mr Bowen moved to alter the maximum currency of such license from 7to 3 days. Mr Pitt objected, alluding to the Rifle Association camp, which lasted over seven days. Sir W. Pox urged the abolition of all canteens. The clause was passed as printed. Clause 37 was passed, and clause 38 was struck out.
Clauses 39 to 42 inclusive were passed with verbal amendment.
Clause 43 was postponed. Clauses 44 and 45 were passed. On clause 46, restricting local option to new licenses, Sir W. Fox moved the omission of the word " new." Mr Saunders, as a member of the temperance party, urged them to be content with having got local option to the fullest extent in elective licensing benches, and urged them not to endanger this and the bill altogether by asking for too much. After a very brief discussion the amendment was negatived on the voices, and the clause passed with the proviso that clubs existing on Ist June last should continue after the Ist January till they had an opportunity to obtain a license. The clauses up to 60 were passed with verbal amendments, and clause 62 was postponed. Progress was then reported, and the House rose.
