May 29. The Times, in a leading article yesterday, contradicts the report recently circulated that it was the intention of the British Government permanently to occupy Chaman and Pishem Valley after tbe evacuation of Candahar, and announces that orders have been issued for the early evacuation of the latter post. The Times further states that tbe Indian Government has warmly protested against this withdrawal of troops from the Afghan territory, but without influencing the determination of the Imperial Cabinet. The rumors that complications are likely to arise between Russia and Germany consequent upon the accession of the Czar Alexander 111. are attracting attention throughout Europe, the growing coldness between the two countries being much commented upon in diplomatic circles at the present time.
