WASHINGTON.
March 4. General Garfield was to-day inaugurated President of the United States with the customary ceremony. March 5. In his inaugural message to Congress on assuming office, President Garfield refers to the projected Panama canal, and in the course of his remarks maintains that the same should alone be under the supreme control of the United States.
