The Government, having been empowered by special ) Acts of tho Legislature to enter into contracts for Insurances on Lives, and for the grants of Annuities , and Endowments, aro now prepared to execute any o the usual contracts dependent upon tho contingencies of human life. All transactions, and powers of attorney and other documents, are froa of Stamp Duty and all taxation. 2. Surseader values are granted on the whole or any part of a contract which has endured for five yean. 5.
