"HIGH PRINCIPLE."

To tba Editor of tho Daily Southern Cross. Sir,--In the report of the proceedings at the meeting of the City Board of Commissioners, held yesterday, at their offices, within Canada Buildings, the gentleman reporting for the Herald states that, '' owing to a matter of high principle with the Secretary of the City Board, we are unable to lay before our readers copies of the correspondence between the Provincial Government and the Board." In justice to myself, and in fairness to the ratepayers of the city, I may state that I declined handing to the reporter the letters intended to be laid before the Board prior to the meeting. Had I permitted those documents to be copied, or extracts taken from them, and had no meeting taken place, I could not have prevented the reporter from publishing matter which ought first only to be submitted to the Commissioners, as representatives of the people, before being made public property. Prior to the meeting separating, I mentioned to the Chairman and the Commissioners that the reporter for the Herald had requested me to allow him to copy the document in question, before the meeting, and that I had declined. The Chairman stated that the letters were then at his service ; but he walked from the room, and was, consequently, unable to furnish the public with the information afforded by the Daily Southern Cross. —I am, &c, Secretary.
