The biig Rita, under the oommand of Captain Edwards, left for Newcastle last evening, in ballait. The sohooner Huntress, McKenzie, master, will leave for Russell to-day, in ballast. Captain Halliday, Harbourmaster, summoned Captain Clifford, master of the ketch Margaret, for * breach of the Harbour Regulations, inasmuch as he took on board 100 kegs of blasting powder at Fyle's Wharf, yesterday, under the Arms Act, for Auokland ; whereas he should have proceeded to the gunpowder station, away from the ordinary anchorage, and received the dangerous consignment. The case was decided against Captain Clifford, who was fined £5 and coats, notwithstanding that he pleaded ignorance of the Harbour Regulations, and that no copy of such regulations was placed on board his vessel, in terms of the Act. We quote the 11th clause of the Harbour Regulations, which would indicate that Captain Clifford has recourse against the Harbour Department, in this instance, for negligence of duty. The 11th clause reads as follows : — "A copy of these regulations shall be delivered by the Boarding Pilot or Harbourmaster to the master of any vessel entering any harbour." — Wellington Evening Pott, October 10.
