"WELLnfGTOJr, Thursday,. October 15. The Legislative Council, by a majority of ■9 to 1 6, have thrown out the Boad Boards BUI on the second reading. Several other bills have shared the Bame fate, owing to the Legislative Council refus :ing'to consider them so late in the session.

Mr. Clarks motion on the subject of the t Panama mail service has been withdrawn. ,JFhe motion was as follows : — That tbi* House ii of opinion that the Government /should avail' itself .of the pretence in the colony of . ipeoial representative! of the Panama, New Zealand, »nd Australian Royal Mail Company, to ascertain if Mi, arrangement oould not be effected which would lead to the speedy determination of the existing Panama contract. There was considerable discussion on the nubject.
