Tnk twenfy>6rst session of the Provincial Council wttl be Formally opened at two o'clock to-day, by' his Honor the Superintendent, John Williamson, Esq. Every preparation has been made for the opening of the session, to the proceedings of which much importance will necessarily be attached. His Honor will attend at the hour named and read the opening speech, after which, new members will be presented to the Speaker, and the usual routine business transacted. The Council will be complete with the exception of a vacancy in the representation «f th«' Northern Division,
