MEXICO.

Washington, March s.— The following is from * letter dated Vera Cruz, February 22, and received at the Mexican Legation in Washington :— General Porfirio Diaz has thrown a part of hi3 army between Mexico and Puebla, and the communication is niow very irregular. The French transports ar e daily arriving. The French troops are station^ between Orizaba and Paao del Macho, and are with activity every day. There is a regvi lr stampede of Imperialists. AJmost all the men wh» acted as Maximilian's Ministers have either left the country or are on their way abroad.
