"We have been revested to publish the following circular to Chtf Postmasters, Postmasters, and Sub-Postmaster : — "In conscience of an arrangement effected with the prectors of the Panama Railroad Company, #e New Zealand postage on newspapers con-eyed by that route will be reduced from threepence to one peony each. No alteration will take place in the foreign rates accounted for by this department to London and Panamaon newspapers addressed to foreign conntries. Corrected tables of rates will be furnished at soon a» they can be got ready. In the meantime, postmasters will be guided by the present tables, taking care that twopence is deducted from the present rates as enumerated in the table now in their possession. " Postmasters will bring the above alteration into immediate operation, and give it every possible publicity. " By order of the Postmaster-General. «' G. Euott Eliott, "Secretary.
