A perfect understanding exists between Italy and France with reference to the cession of Venetia. It is now believed that it is not Prague but Fans which is the proper place for the peace negotiations between Austria and Italy. Berlik, August 10. There is great excitement here in consequence of the demand expressed by Frauce to the Prussian Cabinet. . . No decision has yet been given by Prussia to the French demand for an extension of frontier to the Rhine. . M. Benedetti left Berlin for Pans last evening. An address from the Upper Hou«e of the Legislative Chambers to the King says that Prussia was forced into the German war in selfdefence, and that even after the withdrawal of Austria from the German Confederation it was presumed that friendly relations would subsist between that Power and Prussia. In the new organization o£ Germany by Prussia, and as a means of preventing further war in the German States, a reform will take place in the military organization to the standard which has been so fully tested and justified by such brilliant results as have been obtained. Prussia recoguizes the mediation of France, but will treat {separately as to the portions of the monarchies which are soon to be united to the Prussian Kingdom. The future frontier line of Prussia will be such as to constitute a guarantee of her security, as well as ensure her position as a great Power, and also as she as a great Power should conclude under the glorious sceptre of her royal house. Prussia will advance to the fulfilment of her mission. Herr Forchbice has been elected President, and General Stavenhenger first and General Bonen second Vice-President of the Chamber of Deputies. Prince Yestenburg has gone on an extraordinary mission from Berlin to the Queen of Hanover. The semi-official journal has an article in favour of leaving intact, as far as is convenient to the general interests of Prussia, the vital institutions peculiar to each country to be incorporated with Prussia, and especially the system of administration of justice, the provincial representaiion, and the constitution and administration of their communes. The Crown Prince has issued an appeal urging the establishment of a national institution for invalid soldiers. It is with the consent of the King that the Prince take 3 interest in this undertaking. Baron Hordten and Count Bray have arrived from Munich, and the Prince of Hesse has also arrived from Carlsruhe. The Prince and Princess Frederick William of Hesse, while on their way to Berlin, received a communication at Magdeburg, in consequence of which they discontinued their journey. London, August 11. An armistice has been agreed upon between Austria and Italy, upon the basis of the cession of Venetia to Italy. Florence, August 9. The suspension of hostilities between Italy^ and Austria, it is expected, will expire on the 11th inst., at 4 p.m. Paris, August 11. The Moniteur says that Goneral La Marmora, of Italy, and the Archduke Albrecht, of Austria, have been authorised to sign the armistice on the basis of the cession to Italy of the Lombardo- Venetian line. There is news to the effect that Italy is unanimous in favour of peace. Florence, August 10. The Italians assert that because Italy has evacuated certain portions of her territory for strategical purposes, it does not follow that such territory will not be claimed by her in the negotiations for peace. Ihe Nazione of Florence says that, France having left Italy to consult her own iuterests, the formidable concentration of Austrian troops in the districts of Brento and Isousco determined the chiefs of the Italian army to concentrate their forces for defence. The military condition was thus changed. Henceforth there shall be no such cause. Italy refused tke armistice, which became necessary, for European reasons. The Italian troop 3 have been withdrawn from the Tyrol across the Agliamento, because Cialdini declares that the latter is a more defensible position, while others say it is the line of demarcation marked by Austria before consenting to the armistice. Though the Italian troops in Venetia are being concentrated in their defences, hopes are entertained that the difficulties will soon be arranged. Paris, August 15. It is reported to-day, on good authority, that the French Government has abandoned the idea of extending the frontier of France by the annexation of novf-siin German provinces on the Rhine. JfAKIO, Awgnofc Id. Prince Napoleon Bonaparte has gone from the city on a visit to Switzerland. The Emperor Napoleon will go from the Tuileries to the camp at Chalons on Saturday. Berlin, August 14. General Vorst Rhetz has been appointed by the King of Prussia Governor-General of Hanover. * The mission of Prince Yestenburg is said, in substance, to be to inform the Queen of Hanover that her further stay in the capital of the late Kingdom will be attended with much inconvenience to her own interests, the avoidance of which should be desirable to herself. The war against Bavaria may be renewed by Prussia after the expiration of the~armistice, on the 22nd of this month, should no change take place in the aspect now existing in the meantime. Herr Yon Patow has bsen appointed Chief of Direction of Civil Affairs on the part of Prussia, in the Teiritory of the Grand Duchy of Nassau, the City o*f Fraukfort, and Upper Hesse. In the Upper House of the Legislative Chambers the Prussian Minister of Finance has introduced a bill of indemnity for the Government for all financial acts done by the executive in seeming violation of the national Budget laws from the year 1562 to the present time. He also proposes to appropriate fifty-four millions of thalers for the expenses of the current year, accompanied by a credit bill of sixty millions of thalers. The Prussian Government has abaudoned the idea of making a new loan, as it finds the issue of Treasury notes the most expedient way of meeting the curient expenditure. More ample fiuancial powers may, however, be required by the Government, as peace has not yet; been concluded. Berlin, August 15. A Council of is holding sittings in this capital, and engaged in the consideration of the question of the re-annexation of the States of Southern Germany to the Germanic Confederation. FLENSBaRG, August 14. The Presideut of the national party has issued an appeal to the people of Schleswig, calling on them to willingly acquiesce in the rule of frusssia. The national party is the only party favourable to Denmark, and has demanded foreign intervention in the affairs of ths late Duchies. Vienna, August 14. The recent negotiations which took place between the Austrian Government and the Hungarian leaders are not permitted to be published. The Empress of Austria, who has been lately staying in Pe3th, Hungary, has gone from that city to Vienna. Berne, August 14. All the Swiss troops lately employed in the duty of guarding the frontier line, between Switzerland and Italy, have been disbanded. The exportation of horses from Switzerland is still prohibited. The Austrian head-quarters in the Tyrol are fixed at Borgo, having been removed from Primolano. London, August 15. It is announced to-day that the plans for the confederation of the British provinces of North America have been definitely arranged by the Government. The statement is also made that the terms for a loan from the Government for the building of an intercolonial railroad from Halifax, Nova Scotia, to a point of connection with the Canadian Grand Trunk Railway, have been settled. Madrid, August 14, The Madrid Government has already paid 20 millions of reals on account of the debt due to the Bank of Spain. Large amounts of bullion are arriving in Madrid from the provinces. The Patrie of this evening publishes & telegram from Constantinople, dated on the 11th instant, stating that the Porte Government has resolved tn send fresh forces to the frontiers of Greece. Some of tbe troops will also go on the 12th (next day) for the Gulf of Volo.
