PRUSSIA AND THE DUCHIES.
Russia has definitely declared to Prussia that she will not permit the annexation of the Duchies by the latter Power under any circumstances. If Prussia persists, the Cabinet of St. Petersburg will form a coalition against her. An understanding exists between Vienna and Paris on the subject, and England's concurrence is expected. The session of the Prussian Chambers opened on the 18th January. The financial statement yr&a most favourable.
