PARNELL PROPOSED IMPROVEMENTS.

To the Editor of the Daily Southern Cjiobi. Sir,— l am informed that it is intended, at the ensuing session of the Provincial Council, to introduce a bill, conferring upon the inhabitants of the Parnell district the power to form a Local Board. So far, well and good. But I believe it is also intended to have introduced into this bill a clause, giving power to borrow a sum of £40,000, to make a new rond from Parnell to Auckland. To this I most decidedly object ; because I consider it will place, in the hands of a few, an undue power of taxing the resident* of the distriot for an object which, however desirable in itself, may, and, so far as my humble opinion goes, will, cost a sum much too large for our means. We may have to pay ' ' too dearly for our whistle." I think, therefore, as this is a matter affecting very seriously the pockets of the Parnell people, the promoters of this bill should give some public explanation — (perhaps the press would be the best medium) -showing the proposed rjute of the new road, its estimated cost, how the amount to be expended ii to be apportioned to the various interests affected, upon what secuiitiei the several sums are to be raised, and last, but not least, what proportion of the sum total tho good people of Parnell are to be called upon to pay. I think also that the draft of the proposed bill should be published for the lufoimation of those who are interested in it. — I am, &c , Shirley W. Hill. Paruell, November 23, 1860.
