AUSTRIA.

The Emperor called together all the Sovereigns of the Germanic Confederation and Senates of free cities to discuss questions of reforms and the re-organisation of Germanic Confederation suitable to the requirements of the age. All attended with the exception of the King of Prussia. The following is the reform programme : — The Directory of five, consisting of Austria, Prussia, Bavaria, and two other German powers to be chosen. A federate council of permanent representatives of German States. An Upper House composed of the Prince, and an Assembly of delegates from German diet, 100 in number ; half sent by Austrian and Prussian Diets, the remainder by other German Diets. Two-thirds of the delegates to be chosen by the Lower Houses of Diets of German States, and one-third by the Upper Houses. The powers of the Federate Assembly to be increased, and triennial sessions. It is anticipated the above measures will be adopted.
