RUSSIA. St. Petersburg, October 25.
The Journal de St. Petershourg of to-day-publishes a diplomatic correspondence between Earl Russell and Prince Gortschakoff in reference to the Montenegrin question, and the state of things in Turkey generally. Earl Russell holds opinions contrary to those of the Russian Government, respecting the conditions of peace imposed upon Montenegro, and explains for what reasons England must decline to give her support to projects which have no other aim than that of dissolving the ties of suzerainty which connect Montenegro with Turkey. Prince Gortschakoff, in reply, endeavours to .show that the Porte has acted with great dishonesty towards Montenegro, and states that Russia also considers the maintenance of the Turkish Empire as important for the-po-litical equilibrium of Europe. Russia must insist, however, upon a more conciliatory system of Government being inaugmated in Turkey, as far as the Christian subjects of the Porte are concerned. Prince Gortschnkoff also censures the conduct of the Turkish Government in the Herzegovina and Montenegro, and at Belgrade*.
The following telegram has been received at Mr. Renter's office from the Peninsular and Oriental Steam Navigation Campany :—: — " Outward Indian and Austualian Mails. October 26, 18G2.— The ' Eipon/ which left Southampton on the 20th instant, passed Lisbon at noon yesterday, all well."
