The Cession movement in America lias assumed a very serious character. There has been a severe financial panic. The banks of New York, by a combination, have passed through the crisis, but nearly the Southern Banks have suspended. The Treasury at Washington was exhausted, and suspended payment even of official salaries. Secretary Cobb has resigned. The Presidential Message has satisfied no one. The prospects of the Union are altogether very gloomy. The President's Message was delivered at Washington on 4th December. In it he suggests that the Noith should make concessions to the South, so as to prevent a breaking up of the Union. Civil war has again broken out at Kanzas.
