To the Electors of the Bay of Islands Electoral District. n ENTLEMEN, — The Secretary of State has vJT given authority to the General Assembly to introduce organic changes, of the most extensive character, into the Constitution and Administra tion of the Government oi New Zealand. At its next meeting, that body will assume the character of a Constituent Assembly, rather than that of an ordinary Legislature. The present circumstances of Auckland are such as to require the utmost vigilance of every individual who has itf welfare at heart. Upon the public spirit which the people of Auckland may now display, will it entirely depend, whether the Province of Auckland is to be for a time subordinated to the Settlements of the South, or at once to have the power of regulating its own affairs, and expending its own revenues, without the interference of angers who have no interests in cmnmon with those of its inhabitants, but many interests which may be served by the sacrifice of theirs. Under these circumstances, T beg to offer myself as your representative in the House of Representatives, as well as in the Provincial Council, believing it to be certain that the exercise of -such powers as are now entrusted to the General Astcmbly will be preceded by a dissolution, and a nc .v election.
