ABSTRACT OF A BILL TO PREVENT THE EXTENSION OF THE CONTAGIOUS DISEASE IN SHEEP CALLED SCAB.

(From the Taranaki Herald, December 21 ,) 1. Inspector of sheep to be appointed. 2. Imported sheep shall not be landed without a landing warrant, to be issued by the Inpector, which warrant .shall appoint a place" to which the sheep shall be taken for examination. — Penalty on landing sheep without a warrant £20, and ss. a head for the sheep landed. — Penalty for disobeying the directions of landing warrant £10, and 2s a head for the number of sheep specified. 3. Inspector to superintend the landing and driving of sheep to Pen for examination; also, the removal of sheep thence to the Quarantine ground, (where necessary to remove them,) to examine sheep with all practicable speed after landing; to take charge the same are not exposed whilst detained for examination, to any risk of infection from other sheep, unclean hurdles, or otherwise ; and to conform to such further regulations in relation to his duties as shall be prescribed by the Superintendent Penalty for breach of duty, not less than £2, nor exceeding £10, to be sued for by the Superintendent. 4. Fees payable by sheep owner to Inspector for examination Id. per head. 5. Penalty for obstructing Inspector, not less than £2, nor exceeding £10. G. Penalty on Boatmen and others aidiag to ■land sheep in contravention -of the Ordinance, not less than £2, and not exceeding £10. 7. Superintendent may proclaim any lands lawfully acquired for the purpose of a quarantine ground. 8 Sheep appearing on examination to be in- ! fected, to be removed to the quarantine ground, where they aro to remain under charge of the owner. — Penalty on disobeying Inspector's warrant of removal £10, and 2s per head for the number of sheep specified in warrant. 9. Penalty on unlawfully removing sheep or suffering them to stray £10, and 2s. per head for sheep removed or suffered to stray. 10. In case sheep examined as aforesaid, and also so soon as sheep removed to quarantine ground shall appear to Inspector to be free from the disease, he shall give a certificate of the fact, and the sheep shall be dismissed. 11. Owner to pay for depasturing in quarantine ground at the rate of 2d. per head, per week. Sheep (being clean) may be sold for nonpayment of pasturage rent. 12. Every person owning or having charge of infected sheep, and also every agent or servant of any such peison, who shall turn the same out upon, or shall suffer the bame 'to stray into any lauds not in his lawful and exclusive occupation, or who shall drive any such infected sheep upon any public or private road, shall incur a penalty not exceeding £20 for every offence. But penalty not to be incurred if defendant can give satisfactory evidence that he, and his agents and servants had no reason to suspect infection. 12. Every person who shall knowingly and wilfully allow infected sheep to remain on land in his own occupation at large and free to approach within 5 yards of lands of adjoining owners, or of public or private roads, except where separated by a ditch and bank, or live fence, shall incur a penalty not exceeding £20. 14. The last penalty may be avoided by conforming to three conditions, viz. : — 1. Giving notice of the existence of the disease to the neighbouring occupiers. ; 2. Exhibiting like notices on the frontages upon road. 3. Procuring a certificate from inspector under the provisions next following. 15. Persons wanting to obtain or renew such certificate as last referred to, shall require attendance of inspector, have sheep dipped or struck in his presence, and to his sati&faetion, and thereupon a certificate will be given by inspector, declaring that the sheep may continue at large on the owner's land for a limited period. Fee to inspector for attendance 7s. 6d. and Id. per head for the sheep treated. 16. Diseased carcases to be either burfeccL or buried. 17. Inspector to give Bond for faithful discharge of his duties. 18. Penalty on inspector taking a bribe, &c. 19. Penalties to Le recoverable in a summary way. 20. Interpretation clause. 21. Ordinance to come into operation, as to infected sheep, seven days after Superintendent shall proclaim quarantine grouud ; as respects other sheep, on day of 1854.
