Russia’s Joint Action (Received August 9, 8.40 p.m.) WASHINGTON, August 8. The Secretary of State, Mr. James Byrnes, stated that President Truman at tlie Potsdam conference invited an expression from Russia on the possibility of her entry into the war against Japan. . . ~ Mr. Byrnes quoted the section of the United Nations Charter making Russia, as one of the Big Five, jointly responsible for peace till the new world organization is actually formed. lie added that the following expression of President Truman’s viewpoint was conveyed to Generalissimo Stalin: “It seems to me that under the terms of the Moscow declaration and the provisions of the United Nations Charter it would be proper for the Soviet Union to indicate its willingness to consult co-operatively with the other great Powers now at' war with Japan with a view to joint action in behalf of the community of, nations to maintain pence and security.” . Mr. Byrnes said the Russian action should materially shorten the war and save many lives. ‘There is still time—but little time—for the Japanese to save themselves from the destruction which threatens them." lie hoped the people of Japan would realize that further resistance to the forces of the nations now united in the enforcement of law and justice would be futile.
