Registration Proposal INTRODUCTION OF BILL

The right to be registered is given to qualified clerks of works Minder the Clerks of Works Bill, introduced m tne House yesterday. The Bill, which was read a second time pro forma and referred to the Labour Bills Committee, is similar in form .to the Surveyors Act, Bill provides for the appointment of a registration bodrd, which is given certain disciplinary powers over registered clerks of works. It also cstab lishes an Institute of Clerks ot Works, the main functions of which are to promote the competent supervision of building operations and to assist in the | rai J" jug of clerks of works and generally to promote their interests. Registration is not to be compulsory but it will carry with it membership of the institute. Lnregistered clerks ot works who have find certain experience may become associates of the institute without enjoying lull membership. The Registration Board is to consist of the engineer-in-chief of the Public Works Department,, and five others appointed by the Minister, one ot whom is to represent the New Zealand Institute of Architects and three the Institute of Clerks of Works. . Provision is made for the registration of members of the existing Clerks of Works Association, persons attaining the age of 30 years and persons possessing certain qualifications, persons who are not less than 35 and 45 years of age respectively, with certain past qualifying experience as clerks of works. Architects, architectural draughtsmen and builders’ foremen may become registered under certain conditions. Special provision is made to safeguard the position of servicemen whose service with the forces might otherwise prevent them from qualifying. The Minister of Labour, Mr. Webb, said that the Bill had been prepared in consultation with the Clerks of Works Association, which had been asking for such a Bill for many years, and also with the New Zealand Institute of Architects.
