Tlie United Press says that officials of Ecuador, including the former President, Mr. Arroyo del Rio, who negotiated the protocol settling the century-old boundary dispute with Peru, will be punished by the loss of civil rights for , a period of from one to 20 years, and imprisonment from one to 16 years. This is being done under a Bill whieh was read a first time in the Constitutional Assembly, whieh earlier declared that Ecuador was not repudiating the protocol ■bu:t punishing those responsible as traitors.
