Pay-As-You-Earn System An overwhelming vote in favour of a Royal Commission to investigate the general incidence of taxation was revealed in the replies to a questionnaire sent out to its members by the Wellington Chamber of Commerce. Of the 304 answers received to dale 250 favoured a Royal Commission, 33 opposed it, and 21 did not express anv opinion. On straight-out vote for or against the pav-as-you-carn system, 120 favoured it. 157 were against it and the remaining 27 votes were non-committal or informal. Of particular interest were the reasons given for the opinions expressed. Those in favour of the system gave the following reasons: —Fairer to employee, 9; better for Government and national finances, 5; in favour, with qualifications, 11 : no reasons given. 95 (80 per cent.). Those against had a bigger variety of reasons: Extra burden and cost on employers. 61 : employees will overlook their taxation if paid net. 21 ; extra Government staff and extra cost, of collection, 23; too complicated to apply. 6; tendency to make a demand for increased wages, 4; more experience required from overseas. 3: suggest, voluntary periodical payments by taxpayers. 5; with qmililiealions, 9; no reason given, 72 (46 per cent.). Several replies gave more than one reason against, the proposal.
