WASHINGTON, July 16. Complying with a Congressional resolution directing the Secretary of the Navy to proceed forthwith with an investigation into tlie facts surrounding the I’earl Harbour catastrophe of December 7, 1941. Mr. Forrestal has ordered a court of inquiry to study the circumstances of the Japanese attack.
