From any farmer who desires to obtain fertilizer for topdressing purposes, and who has no allocation of fertilizer at present. 2. From any farmer who can show that by basing his fertilizer allocation on the two years ended Slay 31, 1941, he was unduly penalized. The rehearing of -appeals previously considered will be allowed.
