Preliminary Talks In London (By Telegraph.—Press Assn.—Copyright.) (Special Correspondent.) LONDON, April 4. What are described as "preliminary exploratory talks on the question of aviation after the war” are in progress between Lord Beaverbrook, Lord Privy Seal, and Mr. Adolf Berle, United Stales Assistant Secretary of Stale, and Dr. Edward Warner, vice-chairman of the United States Civil Aeronautics Board, both of whom are representing the United States Government. . The questions being discussed are stated to be: (1) Freedom of air passage (meaning the right to fly oyer anyone else’s territory) ; (2) the reciprocal use of airports throughout the world; (3) spheres of influence between interested Powers, including Russia; (4) financial support for air operators by the grant of a subsidy on mail contracts, etc.; (■>) restriction of competition to an agreed formula; Bit chosen instruments versus private enterprise; and (it the agenda for an international conference to in elude Russia and many other countries.
